Mission Statement:
Provide threat assessment training and basic security information to grass roots Ron Paul supporters.
We are not a group we are an educational website designed
to communicate security concepts for implementation on the
grassroots level only. Ron Paul Guardians do not
promote or advocate for what is known as "close" personal or
executive security. That is the sole responsibility of Ron Paul
himself and those he chooses to hire or his regular staff who
work closely with him. Nor do we seek to replace or
interfere with the local authoritie's security responsibilities. |

Paul a national treasure and we acknowledge that there are many
things we can do to help ensure Ron Paul's personal safety and
the safety of all Ron Paul supporters. Ron Paul Guardians seek
to alter the outcome (for the positive) in any situation where
Ron Paul's personal safety might be compromised. Ron Paul
Guardians would like to see Ron Paul implement higher levels of
security for himself and we believe it is completely justified
to call on all available resources to meet his growing security
needs. |

SITUATIONAL AWARENESS |
|
|
| |
|
|
| Situational
awareness
is the accurate perception
and understanding of all the factors and conditions within a
given situation. For security
purposes, situational awareness is achieved when you have the
knowledge of where you are, where other friendly elements are
located, and the potential status, state, and location of
nefarious motivated persons or elements along with full
knowledge of counter measures already implemented. |

|
| Due to human
limitations situational
awareness can never be fully achieved. However, by anticipating the
nefarious motivation of others and the possible means by which
harmful acts may be carried out, counter measures can be
implemented to negate the likelihood of success. |
|
|
| |
|
|
|
MOST VALUABLE TOOLS |
|
|
| |
|
|
| The most valuable
tools you have available for providing security, not only for
others you love but for yourself, is your brain and your
willingness to apply the effort required to be on constant guard
against others with nefarious motivations. Fully utilize
all available resources including internet assets, special
knowledge, skills, abilities and your five senses. |
|

| |
|
|
|
THREAT ASSESSMENT
PROCESS: IDENTIFYING POTENTIAL THREATS |
|
|
| |
|
|
| Planning Meeting: If
possible, have a planning meeting with other Ron Paul Guardians.
The threat assessment process can be done alone, however, it will be far better
if accomplished with the aid and feedback of others. It is
important that all Ron Paul Guardians have full and recent
knowledge of the locations, the people
presenting and the schedule of events. |

| Step One- Identify
Threats: With a blank sheet of paper, and with full knowledge of
the location and itinerary, write down every conceivable threat
that comes to your mind. Think outside of the box!
Think like a bad guy! As much as you are capable, try to
conceive of every possible threat. Feel free to take into
consideration any and all conceivable factors like motivations,
recent news, terrain, weather, accessibility, or even ancient
history. Literally ANYTHING that precipitates or
represents a threat. In reality this list is endless, however, it
is essentially "step one" in the threat assessment process.
Simply write down every threat that comes into your mind. This is
an important step and no imagination should be tossed aside as
ridiculous. Choose one person to be the secretary
and facilitator. Provide all lists to this person. |

| Step Two - Determine
Likelihood of Occurrence: This is a very important step
that requires you to acknowledge all the possibilities and
determine which are the most likely to occur. Use your
previous experience and intuition to determine the likelihood of
occurrence. This is where the help of a group can not be
understated. After a lengthy discussion, a vote by the
group is an effective way of coming to conclusions as to what
threats are most likely to occur. The facilitator, with
direction from the group, is responsible for arranging
imaginations into a list with the most likely occurrences on the
top and the least likely at or near the bottom. Some can
be discarded, however, they should not be discarded until they
have been taken serious for a few moments of contemplation.
Somewhere in this process it will
become clear that some threats are possible, however, the
threats cannot be guarded against. These items should be
listed yet again on a separate sheet of paper and set to the
side. At the end of the process will apply actions to be
taken "in the event of".
Continue to determine likelihood
of occurrence with the most likely residing at top end of the
list and the least likely moved near or to the bottom of the
list. |

| Step Three -
Determine Counter Measures: A counter measure is a
proactive actions taken (in advance or during) to stop or
interrupt the implementation of a potential harmful action.
Now that the threats have been filtered through the process of
imagination and likelihood, it is important to brainstorm again
the counter measures that can be applied. Be imaginative!
How will the threat be accomplished? How can you
realistically counter the threat? In the end things like
cost, ability and feasibility will determine what realistic
counter measures can be applied and what cannot. Write
down the counter measures next to the corresponding threat on
the Likelihood of Occurrence list.
It is very likely at this point
in the process that you have identify threats to which no
counter measures can be applied. These "in the event of"
items should be be listed separately and appropriate emergency
response determined by the consensuses of the group. In
nearly every case the only appropriate response is to call for
emergency police, fire and ambulance assistance immediately.

| Step Four -
Implement Counter Measures: Using the
completed list of threats with counter measures, assign personal
responsibilities, set up time lines, set schedules, synchronize
watches and pass out important phones numbers and "in the event
of" response procedures. All Guardians should have a clear
understanding of what is expected and what are the appropriate
actions to take "in the event of". |

AN OUNCE OF PREVENTION
IS WORTH A POUND OF CURE (general
information) |

|
| |
|
|
| It saves critical
seconds if you have emergency
numbers preprogrammed into your cell phone. Know which
jurisdiction you are in. For example, who is the
Sheriff? Which hospital will an ambulance come from? Is
911 the quickest way to bring help? |
|
|
| |
|
|
| Arrive early, check out area and
become aware of any regularly occurring activities like,
students traveling from one location to another or delivery
truck in the vicinity. Know the entrance and exit areas
(ingress/egress) |
|
|
| |
|
|
| Inspect surrounding
buildings, areas and fixtures, look for
devices or out of place items (or people) or items left unattended. |
|
|
| |
|
|
| During activities scan crowd.
Look for out of
season dress like a coat during warm weather.
Determine what would be ordinary and what would be out of the
ordinary. |
|
|
| |
|
|
| Do not pay attention to
speakers, pay attention to crowd and visually track unusual
activity, especially those not paying attention to speaker. |
|
|
| |
|
|
| Your camera is a
security tool. Bring video cameras and cover
more than just the speakers. |
|
|
| |
|
|
| Be prepared to confront trouble
maker, infiltrator to your group who is purposely disruptive or
rude. Make public statements out loud, letting others
know this person is a possible disruptive plant to make the
group look bad. |
|
|
| |
|
|
|
KEEP IN MIND

| |
|
|
| Always use good
communication skills, never use foul language or yell unless it
is an emergency |
|
|
| |
|
|
| Chemical, biological
or even nuclear assault have been used as weapons for centuries.
|
|
|
| |
|
|
| Do not shake hands
with people wearing gloves. Wear medically
sealed gloves under dress gloves when shaking hands. |
|
|
| |
|
|
| Political
assassination with the use of "military grade" assassin. A
military grade assassin arrives days early, nests hundreds of
yards, even a thousand yards from kill zone and escapes
undetected because they are physically removed from the scene of
the crime. Determine the likely location of the assassins
nest by determining the range of the most sophisticated weapons.

| Clean door handles
or use gloves to open vehicle doors. |
|
|
| |
|
|
| Check vehicle
undercarriage for bombs. If it looks out of place, it
probably is. Know what to look for on the undercarriage of a car
so you can identify anything out of place. |
